The cooperation between the private foundation HAM and the Confederation and here central with the Department of Defense, Civil Protection and Sport (DDPS) is based on several legal foundations.
At the federal level, it is the Federal Act on the Federal Collections and Museums (Museum and Collection Law, MSG) of 12 June 2009. In 2007, the DDPS approved VAMAT, the Ordinance of the DDPS on army material , adopted. The then boss VBS, Federal Councilor Samuel Schmid, approved the collection concept on 30 November 2007 and the implementation concept on 4 April 2008.
Within the DDPS, the Central Department of Historical Army Material (ZSHAM) – an organizational unit of Army Planning – has overall responsibility for the three collections of historical material of the Swiss Army. ZSHAM has concluded a performance agreement (LV) with three foundations each:
- Historical Army Material Foundation (HAM)
- Foundation Historical Army Material Management Assistance (HAMFU) </ li>
- Museum and Historical Swiss Air Force Material (MHMLW)
The LV with the ZSHAM was completed on 16 September 2008. There has been a performance agreement between the Foundation and the Association (VSAM) since 1 January 2009.
